Purpose:

To approve the Feasibility and Development Application Form for the South Gloucestershire Liveable Neighbourhoods Project and the award of £0.412m for Yate and £0.458 for Thornbury from CRSTS to develop Full Business Cases for each by April 2025.

Decision:

At the meeting on 1 July 2022, the Combined Authority Committee agreed that 

projects within the CRSTS programme that are £6m and below are to be delegated to the Director of Infrastructure of the Combined Authority in consultation with the other Directors of Infrastructure. 

 

 A FDAF seeking the total allocation of £0.870m for the South Gloucestershire Liveable Neighbourhood project was presented and approved at Infrastructure Director’s on 14 July 2023 awarding City Region Sustainable Transport Settlement. 

The South Gloucestershire Liveable Neighbourhoods project includes the delivery of 2 Full Business Cases in Yate and Thornbury with the following allocations:

 

 

The options are:

 

Option 1 - to agree two separate offer letters for each scheme; or

Option 2 – to agree one combined grant allocation for both projects

Reasons for the decision:

Option 1 – As above, given that two Full Business Cases will be developed to different timescales for Yate and Thornbury, the chosen option is to award two grants for each project.

Option 2 – To progress the schemes within this project as one grant settlement.
