Purpose:

The Department for Transport awarded £540m CRSTS to the West of England. The programme was approved at January 2022 Committee and included in its scope £1m for delivery of this scheme. To support timely decision making and delivery, Business Case approvals for projects of a value below £6m in this programme were delegated by the Combined Authority Committee to the Combined Authority Director of Infrastructure in consultation with the Directors of Infrastructure of the constituent Councils in July 2022.

 

A Final Business Case has been produced by Bristol City Council to draw down funding for the delivery of the project. It sought delegated approval for the award of £2.007m capital funding from CRSTS.

 

Decision:

To approve Final Business Case and the award of £2.007m from CTSTS capital to Bristol City Council for the CRSTS A4 Portway Corridor – Portway Access project to deliver the project.

Option 1 – To award funding as recommended.

 

Option 2 – Not to proceed with awarding the funding at this stage. Not recommended as this would risk not delivering the changes and benefits for residents in line with the grant funding commitments.
