Purpose:

The Department for Transport awarded £540m CRSTS to the West of England. programme was approved at Committee and included in its scope £12m for Liveable Neighbourhoods in Bristol. To support timely decision making and delivery, Business Case approvals for projects of a value below £6m in this programme were delegated by the Combined Authority Committee to the Combined Authority Director of Infrastructure in consultation with the Directors of Infrastructure of the constituent Councils in July 2022.

 

A Feasibility and Development Funding Application has been produced by Bristol City Council to draw down development funding for two Full Business Cases to progress elements of this agreed scope. It sought delegated approval for the award of £490,000 across two projects to undertake Full Business Cases for schemes in the City Region Sustainable Transport Liveable Neighbourhood programme:

 

Overton Road, & Princess Victoria Street (CRSTS Streetspace 1): £141k

Chandos Road, Denmark Steet & Rosemary Lane (CRSTS Streetspace 2): £349k

 

Decision:

To approve Feasibility and Development Funding Application and the award of £141,000 for the Overton and Princess Victoria Street project and the award of £349,000 for the Chandos Road, Denmark Street and Rosemary Lane project to complete Full Business Cases by May 2024 and January 2025 respectively.

Alternative options considered:

Option 1 – As recommended, to approve the Funding Application for two projects to reach Full Business Case.

 

Option 2 – Not to proceed with awarding the funding at this stage. Not recommended as this would risk not delivering the changes and benefits for residents in line with the grant funding commitments.
