Purpose:

Delegated authority has been granted to the Combined Authority’s Chief Executive to take decisions on the award of the Retrofit Accelerator in consultation with the Chief Executives of the West of England unitary authorities.

 

The report recommends the approval of a £2.5m grant to the delivery entity that has been selected to provide the homeowner advice service of the retrofit accelerator (Phase 1).  The delivery entity is a Community Interest Company that will be set up by the applicant, the Centre for Sustainable Energy (CSE).

 

The submitted application was assessed overall as giving high levels of confidence that the proposed delivery entity and mechanisms would allow us to meet our required outputs and outcomes, delivering against a Metro Mayoral priority to provide an all-inclusive homeowner retrofit advice service. The proposed service can be delivered within the assigned budget and offers good value for money. 

 

Decision:

1.       To award £2.5m grant to a new Community Interest Company to be established by the Centre for Sustainable Energy from the Green Recovery Fund allocation to the Accelerator, agreed at the December 2021 Committee meeting.

Open, competitive process for application over 8 weeks.  CSE were the only applicant.
