Purpose:
Delegated authority has been granted to the Combined Authority’s Chief Executive to take decisions on the end of year position for the Adult Education Budget (AEB) Reconciliation.
Decision:
1. To approve grant payment protection to the value of £19,628 for 1 provider following assessment of their payment protection request.
2. To approve grant payment protection to the value of £464,507 for 7 providers based on the agreed approach to protect 10% of the core allocation.
3. To approve the recovery of a total of £1,245,618 from 14 providers in line with the agreed reconciliation approach and payment protection.
4. To approve the Claw back funds of £307,590.35 from 8 non-roll forward providers
5. To approve Rebase future allocations from 2022/23 onwards for 7 providers to a value of £821,499.93 which will reduce all future years allocations and allow funding to be redistributed to those that can deliver it. This will also protect financial stability of the provider base and avoid impacting on the current delivery.
6. To approve Redistribute recovered funds into the AEB allocations for the 2022/23 academic year.
7. To approve the recovery values for 4 providers dependent on receiving their outstanding annual certificates of expenditure.
Reasons for the decision:
Delegated authority has been granted to the Combined Authority’s Chief Executive to take decisions on the end of year position for the Adult Education Budget (AEB) Reconciliation, in particular the 16 Adult Education Budget providers that had under delivery in 2020/21, in consultation with the Chief Executives of the Combined Authority’s constituent councils.
